Gov. Pat Quinn Aims to Eliminate Illinois Substance Abuse Treatment Money – (Springfield, IL) – February 28, 2011. Governor Pat Quinn proposes to eliminate all state funding for Illinois alcohol, drug prevention and treatment services, starting on March 15.
